Procurement Life Cycle

The Procurement Life Cycle indicator captures elements that matter to private suppliers on six key areas of the public procurement process:

  • Needs assessment, call for tender and bid preparation: evaluates the transparency and information flow at the preparation stage from the procuring entity’s end. It looks at the consultation with the private sector, the tendering method, and potential bidders’ accessibility to bidding information;
  • Bid submission: focuses on the requirements for suppliers to place their bids. This includes the possibility of submitting bids online, registration within a government registry, the eligibility of foreign firms, the minimum timeframe for bid submission, and bid security requirements;
  • Bid opening, evaluation, and awarding: assesses transparency at the bid opening and evaluation stages. It covers the method for opening the bids (including the possibility of conducting the process online and the accessibility for bidders to the bid opening session), the fairness of the bid evaluation, notification and feedback to unsuccessful bidders, and the use of standardized contract forms when awarding a contract;
  • Content and management of the procuring contract: examines relevant procedural requirements, measures related to the modification and termination of the procurement contract, and the procedure for accepting the completion of works;
  • Performance guarantee: covers the purchasing entity’s monitoring of the requisite performance guarantee and its amount, the return of such guarantee, and the existence of a separate entity to oversee the procuring entity’s decision to withhold it;
  • Payment of suppliers: examines the procedure to request payment, as well as the time frame that takes for the purchasing entity to process payment and for the supplier to receive it. This area also looks at the interests or penalties available to suppliers in case of payment delays.
